The St. Louis Economic Council has prepared a summary of potential incentive programs available to the developer/buyer and end users of the site.
These incentives have not been secured, but are available, negotiable funding
mechanisms.
Redevelopment incentives include:
Tax Increment Financing (TIF)
Transportation Development Districts (TDD)
Urban Redevelopment Tax Abatement
Brownfield Tax Credits
Ameren Economic Development Redevelopment Rider
End-user incentives include:
The Missouri Quality Jobs Program
The Missouri BUILD Program
Training Assistance
Local Real/Personal/Sales Tax Abatements
Ameren Business Energy Efficiency Grant
St. Louis County Recovery Zone Bonds
Foreign Trade Zone (FTZ) Designation

in the original documentation prepared by the St. Louis Economic Council. Additionally,
the U.S. Department of Commerce, St. Louis County and the City of Fenton have
pledged a total of $2.1 million to prepare an environmental study of the site.
The results of the study will be available to potential purchasers of the site.
Update: New legislation has been introduced at the state capitol to amend two
currently existing programs for in-state tax credits and relax existing quality
job criteria for business expansion projects at the site and properties within a
one mile radius.
